The Area Agency on Aging Benefits Counselor, provides the necessary skills to provide information, counseling, assistance and advocacy to older persons regarding their benefits, entitlements, and legal rights pursuant to the provisions of the Older Americans Act of 1965, as amended, and all relevant rules and regulations issued by the U.S. Department of Health and Human Services, the Texas Department of Aging and Disability Services and the Rio Grande Council of Governments.

The following Entitlements are:
 | Social Security, Social Security Disability, Social Security Supplemental (SSI) |
| Medicare Part A and Part B |
| Supplemental Insurance to pay the 20% that Medicare does not cover |
| State programs (QMB, SLMB, Q1-1). If eligible for QMB the state will cover the 20% deductible and the Medicare Part B premium. The other two programs pays only the Medicare Part B premium. |
| Long term and other health insurances. |
