In 1996, the Criminal Justice Division of the Office of the Governor under Governor George B us h initiated the concept of “Community Planning” as a criterion for applying for grant program funds directed from the Governor’s Office.  The concept was developed to ensure that community needs were assessed, priorities established and action plans devised for the community’s future.  The policy was meant to provide greater assurance to the Governor’s Office that the funding decisions recommended were consistent with the locally generated, locally derived priorities and plans. 

 

In the Rio Grande Council of Governments (RGCOG) region, it was determined by its government members that two separate community plans should be developed, and thus an Urban and Rural Plan have been an existence for past two years which are updated annually.  Each Community Plan details not only Criminal Justice issues, but also Emergency Preparedness, Economic Development, Substance Abuse and Environmental needs. 

 

Due to the uniqueness of the urban and rural areas, below is a brief description of each community plan.

 

El Paso County Community Plan

 

The purpose of the El Paso County Community Plan is to identify gaps in services and address existing programs, new initiatives and funding opportunities in the urban area in regard to victim’s services, juvenile justice issues and law enforcement training needs within the umbrella of criminal justice.  In El Paso County , the Planning Alliance members consist of non-profit, faith-based organizations, concerned citizens and advocacy groups who have attended and participated in planning meetings and focus groups, and thus identifying urban needs and priorities

 

Far West Texas Rural Community Plan

 

The purpose of the Far West Texas Rural Community Plan is to identify gaps in services and address existing programs, new initiatives and funding opportunities in the rural area of Hudspeth, Culberson, Jeff Davis, Presidio and Brewster Counties in regard to victim’s services, juvenile justice issues and law enforcement training needs within the umbrella of criminal justice.
