Technical Assistance

Through funding from the Office of Rural Community Affairs, the Regional Services Division provides community and economic development assistance to units of general local governments in the non-entitlement areas.  The Regional Services Division also provides technical support to the Regional Review Committee and the Texas Community Development Program (TCDP) staff for the Texas Community Development Program.     

 

 

Texas Community Development Program

The Office of Rural Community Affairs manages the Texas Community Development Program.  This fund is available on a biennial basis through regional competition for assistance to eligible cities and counties to address public facilities and housing needs. Eligible activities include infrastructure projects such as sewer and water system improvements, street, bridge, and drainage improvements, and housing rehabilitation.

Each of the 24 State planning regions receives an allocation from the amount available each year. TCDP uses a formula to calculate each allocation based on population, poverty, and unemployment information applicable to eligible nonentitlement applicants within each region. The scoring of applications is shared between ORCA and Regional Review Committees (RRC) appointed by the Governor. Separate RRC meetings are held in each region to score applications. RRC scores account for 50% of the total score. ORCA staff provides the other 50%.

 

Regional Review Committee

In 1983, in recognition of the State's size and diversity, a Regional Review Committee process was established in each of the 24 State planning regions to review and score Community Development Fund applications for consistency with local needs and priorities. Each committee is comprised of 12 members appointed by the Governor for two-year staggered terms.  The Regional Services Division assists the Regional Review Committee for the Upper Rio Grande State Planning Region with setting the Region’s Priorities and with the scoring of TCDP applications.

 

Technical Assistance

The Regional Services Division provides technical assistance to its member governments for community and economic development projects.  The Division also assists its member governments with the collection, analysis and use of data related to income, employment, and housing, in order for the member governments to prepare for housing plans, applications, and/or related documents necessary for their access of TCDP funds.
