Through leadership from the Office of the Governor, Texas is taking a regional approach to preparing and implementing strategies among local governments, and with the state, for homeland security.  Regional councils of governments (COGs) have been assigned responsibilities for regional planning; for reaching agreement among local governments on strategic priorities as well as allocation of funding to those priorities; for assisting local governments in qualifying for federal funds and in grant administration; and for assisting state funding agencies.

Since the Spring of 2002, councils of governments and TARC have been in the process of responding to a request from the Governor to plan and implement regional homeland security strategies as key components of Texas ’ homeland security preparations. Beginning in late 2002 and until the present, the Governor’s Office of Homeland Security and the Governor’s Division of Emergency Management have provided funding to, and utilized regional councils for:  

Preparing and implementing regional homeland security strategies;

Assisting  local governments with responsibilities as recipients of grant funds;

Assisting  local governments in completing required assessments for future eligibility;

Updating and expanding regional strategies for the future; and,

Implementing components of regional strategies and of the governor’s statewide strategies.

 As a whole, membership in the COGs includes over 2000 municipal and county governments.  In partnership with the State of Texas , each COG has homeland security (HS) (planning, preparedness, protection priorities, training, and response) as a cornerstone of its mission.
