Texas Review And Comment System - Office of the Governor

The 24 Regional Councils of Government (COGS) are
designated as the regional review entities under State Law (Chapter 391,
Local Government Code) and share review responsibility with the State
Single Point of Contact (SPOC). TRACS is codified in Texas Law under
1 TAC 5.191-5.253.
Under state Law (1TAC Section 5.216 (b)), each state agency designates an intergovernmental review coordinator when requested by the SPOC to do so. All of the major state agencies currently have a TRACS coordinator who serves as a referral point for applications potentially affecting their agencies. Under federal law, reviewers have a maximum of 60 days in which to provide comments. Typically, the review period runs for 45 days.
