Local Governments (LG) operates several programs on behalf of the organization. These programs include community development, workforce, and economic development.
RGCOG administers the Community Development Block Grant technical assistance program for its member governments. This program provides training assistance for elected representatives of member governments, assistance with rules and regulations, and assistance in the preparation of grant applications and funding requests primarily to the Texas Department of Agriculture (TDA).
LG provides staff support to the Regional Review Committee, composed of TDA appointees from the region tasked with scoring and ranking applicants for non-entitlement Community Development grants in the region.
LG also operates a workforce contract for Workforce Solutions Borderplex. The purpose of the agreement is to establish an innovative and effective way to provide employment and upskilling services in the most rural and remote areas of the state. This agreement establishes a foundation for which to develop and strengthen opportunities in the rural counties with the goal of helping Texas grow in economic prosperity.
LG administers the Economic Development Administration (EDA) economic development district program, known as the West Texas Economic Development District (WTEDD). The WTEDD is comprised of Brewster, Culberson, El Paso, Hudspeth, Jeff Davis and Presidio. The District’s purpose is to help lead a locally-based, regionally driven economic development planning process that leverages the involvement of the public, private and non-profit sectors to establish a strategic blueprint (i.e., an economic development roadmap) for regional collaboration.
The West Texas Economic Development District, through the Rio Grande Council of Governments, is proud to announce that our 2021 Comprehensive Economic Development Strategy (CEDS) is now ready for final review and comment from the public.
Through partnerships and direction of the CEDS Strategy Committee, a comprehensive survey of the public in the region was conducted to formulate and implement programs needed in our region.
We hope you will take a few minutes to review the 2021 WTEDD Comprehensive Economic Development Strategy and want to thank all of the participants across our region who have already provided input.
